As agreed among the parties signing the European Agreement on Travel by Young Persons on Collective Passports between the Member Countries of the Council of Europe (ETS No. 037), where you may see the complete list of Signatures and ratifications.
Therein you may see that collective (group) passports may be used amongst these countries, some with specific Reservations and declarations. Here briefly summarised in:
1) students will carry official ID with photograph;
2) if not all are of the same nationality, a copy of the collective (group) passport must be made available.
- in Italy - for groups between 5 and 50, no passport tax required, valid 4 months from date of issue.
- in Spain
As debated in Parliament in Feb 2022, the ID card is still not being considered, this as shortsightedly thinking that getting a passport elsewhere is as in the UK and as if the cost and bureaucracy necessary to get it were irrelevant (even when speakign about underage students needing it just for a simple simple week experience).
Nevertheless for groups the collective passport, which lowers significantly these burdens, was reminded as being a valid option for example for students in a group. See the complete debate about School Trips: Passport and Visa Requirements here.
